Talya Moked, LEED AP BD+C Practice Lead

Talya Moked is a Practice Lead at FPA with nearly 14 years of environmental permitting and planning experience who joined the firm in 2026. Her work has centered on regulatory strategy and complex municipal and state approvals for major development and institutional projects throughout Greater Boston and the Commonwealth. She leads complex, interdisciplinary projects and prepares permit applications for mixed use, residential, commercial, industrial, and institutional development projects under the City of Boston’s Article 80 regulatory process, the Massachusetts Environmental Policy Act (MEPA) regulatory process, and various other local, state, and federal permitting processes.

Ms. Moked’s portfolio encompasses more than 15 million square feet and $9 billion in development value, anchored by Dorchester Bay City and Seaport Square, two of the city’s largest mixed-use districts, while her institutional planning work includes Northeastern University’s most recent Institutional Master Plan, as well as Institutional Master Plans for Berklee College of Music and Franciscan Hospital for Children. Across her work, Ms. Moked has provided strategic guidance as decisions about program, phasing, housing, and capital priorities were still taking shape, helping align those choices with Article 80, MEPA, and other local and state requirements before they became fixed.

Ms. Moked holds a Bachelor is Science in Economics from Dalhousie University and a Master of City Planning from Boston University. She is an active member of the Urban Land Institute (ULI) and the CREDA Government Affairs Committee. Ms. Moked also serves as a member of the Woburn Planning Board.
